I think there are simplified licensing requirement to drive these compact and slow cars. It depends on country. In some countries they are treated as any other car or (ironically) a moped if they can't go above 40 kph.
With 18 PS obviously it can go much faster than 40 kph.

The Reva-i G-Wiz is considered a heavy quadricycle and not a car. It's a bloody death trap and you'd have to be an idiot to drive it.
