The rule concerns large trucks, like diesel trucks.

When a driver wants to slow down, he can step on the brake, but that wears on the brake pads. Instead, he or she could downshift the engine and the engine brakes, the engine slows the truck down.

The disadvantage with that is, it can be very loud, and cities and towns don’t like the noise.
